MARK K. MOLLOY
A graduate of the Boston
University School of Law, Mark K. Molloy, Esq. is the Managing
Director of Lynch Associates, Inc. Mr. Molloy is responsible for
representing a broad spectrum of clients before the Massachusetts
Legislature, state agencies and local municipalities. His duties
include overseeing client interaction on a daily basis and the
preparation of testimony, legislation and budget amendments on a range
issues including health, public safety, environment and insurance
matters. Mr. Molloy works to create integrated public
affairs/government affairs strategic plans to assist clients in
achieving their desired goals.
A former Director of State Affairs for a large government affairs firm
in Boston, Mr. Molloy was responsible for client management and the
development of legislative/public affairs strategy for a wide range of
clients including: the State Police Association of Massachusetts
(SPAM), the Massachusetts chapter of the National Association of
Insurance and Financial Advisors (NAIFA-MA), Barr Laboratories Inc.,
the Massachusetts chapter of the National Association of Professional
Employer Organizations (NAPEO), the Small Business Service Bureau (SBSB),
Eastern Minerals/Eastern Salt, and the Technology Education
Association of Massachusetts (TEAM). Additionally, Mr. Molloy assisted
Trustmark Insurance Company and Canada Life Assurance Company before
the Massachusetts Division of Insurance with the promulgation of
regulations to govern the sale of specified disease insurance in
Massachusetts.
Prior to his work in the private sector, Mr. Molloy worked in the
Massachusetts State House as Counsel to the House Committee on
Steering, Policy and Scheduling and as Committee Counsel to the Joint
Committee on Transportation. As Counsel to House Steering & Policy,
Mr. Molloy had the opportunity to work with numerous legislators,
issues and legislative procedural matters, as every matter for
consideration by the House of Representatives was required to proceed
through the Committee. Mr. Molloy also worked on a number of issues
affecting Central Massachusetts, including: coordination a successful
campaign to secure $900,000 for the construction of a statewide
Vietnam Veterans Memorial, efforts to implement a direct access road
to Worcester Regional Airport and ushering a number of local land use
measures through the Legislature. As Committee Counsel to the Joint
Committee on Transportation, Mr. Molloy worked on issues ranging from
the creation of the metropolitan highway system and funding for the
Central Artery/Big Dig project to labor and funding matters for the
Massachusetts Bay Transportation Authority (MBTA) and Woods Hole,
Martha’s Vineyard & Nantucket Steamship Authority. Having worked on a
number of policy initiatives and political campaigns, he also has an
array of legal and policy experience upon which to draw.
A member of the American Journal of Law and Medicine while attending
law school, he is a graduate of Hamilton College, with a B.A. in
Classical Languages and a minor in history. He won numerous Classics
awards and was invited to present his senior thesis to the
Mid-Atlantic Classics Conference at Princeton University. Mr. Molloy
was also an instructor in the First Year Writing Program at the Boston
University School of Law for three years.
